Session 6：Panel: Legal regulation on telemedicine and telehealth 6198420 Because telemedicine includes medical behaviors such as diagnosis and treatment, it violates Article 11 of the Physician Act to regulate physicians’ obligations to practice in person. Although telehealth industry continues to develop vigorously, there are still obstacles in the current laws, including only written consent be obtained for personal data authorization; the Cyber Security Management Act strickly regulate the hard-working healthcare professionals that do not understand information security technology. If government can provides a credible authentication network, the written consent can also be changed to a digital signature to confirm the doctor and the patient are virtually in-person. The last issue would be the regulation loosening of the payment system, including national health insurance and other sources from private sectors.
